“Energy”: a cross-cutting influence on EU widening and deepening

The workshop had three sessions devoted to specific facets of energy, and one open session. The three sessions were:
- Energy security, led by Coby van der Linde and colleagues from the Clingendael International Energy Programme, with a complementary paper by Arianna Checchi of CEPS.
- Russia, energy and the European Neighbourhood Policy, which was introduced by Lucio-Mauro Vinhas de Souza, DG Ecfin, European Commission, and Adina Crisan, College d’Europe, Bruges, and had a commentary from Stefano Silvestri, President of the Istituto Affari Internazionali, Rome.
- Negotiating climate change, with an introductory paper by Louise van Schaik of the Clingendael European Studies Programme, and a second paper by Marco Lombardo, University of Bologna.
The workshop brought together a lively group of some 35 academics and stakeholders from very varied backgrounds.
The debate focused on the choices relating to the various pipelines to be laid between Russia and EU member states (namely North Stream, South Stream and Nabucco), assessing the political and financial consequences of each.
In particular, the lively discussion witnessed contrasts between the Russian and Ucrainian positions, and the presence of stakeholders from both countries.
The discussion then concentrated on the economic and energy prospects in the Black Sea Region.
